Synopsis
According to the authorities, there are currently around 10,000 buildings in a state of deterioration in Lisbon. Spread around the city, almost 650 building sites are under construction. Working for the Câmera Municipal or the Sociedades de Reabilitação Urbana, architects, lawyers, social workers inspect the houses that are in a poor state and meet the owners, tenants and prosecutors. Around the houses, the film bears witness to the dialogue between these different worlds.
