not a conventional documentary , but an inquiryment on a tipical case of italian burocracy disfunction. a birth of an uncomplete urbans area. z.e.n. zone north exspansion in palermo suburbs area. people live between law and outlaw style. no public lights, drinkable water, green spaces, no gas service or sanitary places, everything is illegal plugged into. children play on the streets, some are little pushers, or thieves, is a sort of little hebron in sicily. 25 years of illegality and 20 thousand people surviving day after day in absolutely civic indifference of the government.
