Six candidates for the job of city counsellor in Rio de Janeiro are followed in the film during the political campaign for municipal elections in 2004. All of the electoral process - from party conventions, working the streets, counting votes, and the reaction of those elected and of those defeated - are presented in the documentary. These are six characters with divers characteristics, with only one fact in common - they are running for the first time.
